Laws do need to be formal and written. Written laws would act as a guideline for all in that society with no one be excluded from that law for the sake of fairness, equality, safety, and moral conduct. Breaking of these laws would have consequences, and are in place for the protection of society and the people who occupy it. Knowing the law would protect the rights of citizens from people, organizations and the government itself.  Laws are passed through congress and are written down there is a record of it which is at our disposal to use to pro text ourselves and our property.
